Construction Engineer (Devens, MA)

The Massachusetts Development Finance Agency (MassDevelopment), a quasi-public agency of the Commonwealth of Massachusetts, is accepting applications for a Construction Engineer, located in Devens, MA.

Reporting to the Director of Engineering, the Construction Engineer will work as a team member within the Planning and Engineering Department, and with other agency departments.  The primary responsibility of the Construction Engineer will be on-site management and oversight of construction and demolition projects.  In addition, he/she will provide the Director of Engineering and Project Engineers with construction project planning, development of construction specifications and bid packages, and general support in Devens and throughout the state.


  • Assisting with development of project plans and specifications by consultants and in-house staff.
  • Assisting with preparation of IFBs and RFQs/RFPs for various agency projects.
  • Daily oversight of construction and demolition projects, ensuring the contractual requirements and obligations are fulfilled in accordance with drawings and specifications.
  • Frequent visits to construction sites throughout the Commonwealth
  • Providing clerk of the works services to monitor project progress and review contractor submittals and payment requisitions.
  • Providing assistance with inspection and compliance measures associated with state and federal storm water permits.
  • Providing customer assistance and support for all agency activities.
  • Performing other duties as may be assigned.

Minimum Qualifications:

  • Associate degree in civil engineering, engineering technology, construction management, or a related field. 
  • 3 - 5 years of related experience or a combination of experience and education.
  • Knowledge of general construction and demolition practices.  
  • Ability to read construction plans and specifications.
  • Knowledge of state, local, and federal permitting.
  • Experience with state and federal grants.
  • Proficient in use of Microsoft Office products (Word, Excel etc.)
  • Must have excellent written and verbal communication skills and be able to communicate and interact in a strong “team” environment.
  • Construction supervision or management experience with roadway construction, utility installation (including sewer, drain, tele-comm, electric, etc.), and demolition is required. 
  • Must have the ability to freely travel to multiple sites in one day without limitations.

Preferred Qualifications:

  • Bachelor of Science in civil engineering, engineering technology, construction management, or a related field is preferred
  • In lieu of an associate’s degree, 8 – 10 years of experience with clerking and/or managing construction projects
  • Experience with GIS/CAD systems to assist in the review and production of site plan drawings and field measurements is preferred.
  • Experience with residential/commercial building construction, fit-out, and renovation.

Working Conditions:

The work is performed in both an office and field setting.  60 – 80% percent of work hours may be spent in the field on construction projects requiring work boots and outside clothing. Work requires standing and walking through active construction sites and pre-development sites which can include rough, wooded and hilly terrain and in a wide range of weather conditions including heat, rain, cold, and snow.  Some field time may demand travel to all parts of the state for agency projects.  May be required to travel to multiple sites in one day.  Must have the ability to freely travel without limitations.
