Job Summary:

MassDevelopment is accepting applications for a GIS Specialist in our Real Estate division. This position will be a hybrid model, with a combination of remote work and in-office work in our Devens office.

Under the general direction of the Director of Engineering, the GIS Specialist is responsible for the administration, maintenance, and updating of the municipal Computer-aided design (CAD) files and Geographic Information System (GIS) for Devens and integrations into third-party applications (including web applications). This position will conduct exploratory and spatial analysis, provide training on GIS interfaces and workflows for non-GIS staff, develop high-quality cartographic visualizations, assist other departments with related tasks as required, and interface with local, state, and federal agencies. This position will interface and work closely with other agency divisions and departments, such as Information Technology, Community Development, Marketing, various Assessor offices, Devens Fire Department, Devens Department of Public Works & Recreation, the Massachusetts State Police, and others.

Essential Functions: 

  • Oversee application design and administration of the GIS System. 
  • Complete both short-term and long-term strategic planning, GIS/CAD software and server administration, database administration, procedures, research, and data collections using global positioning system (GPS) equipment, desktop software support, and user training.
  • Maintain the municipal CAD files and GIS for Devens address, parcel, and utility files and for development of similar file systems for other agency projects using CAD/GIS software including Desktop and ArcGIS Online, Collector, Survey123, Web Maps and Web Applications, and more.
  • Prepare GIS databases, maps, database reports, and specialized queries in support of various agency projects.
  • Assist with data collection, mapping verification, and field inspections.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Associate degree in Geospatial Technologies, Civil Engineering Technology, Planning, or related field.
  • One year of project management experience.
  • Or a combination of education experience. 
  • Proficiency with ESRI Products (ArcGIS, ArcGIS on-line) and the development of Geodatabases.
  • Experience with CAD systems (Autocad).
  • Proficiency in Microsoft Office suite (Outlook, Word, Excel) and Adobe.
  • Excellent verbal and written communication skills.
  • Ability to work well independently as well as part of a team environment.
  • Valid Massachusetts driver’s license and ability to independently travel throughout the Commonwealth.

Preferred Qualifications: 

  • Bachelor’s degree in GIS, Geography, Computer Science, or related discipline. 
  • Four years of practical GIS experience using the ESRI GIS product suite (including ArcGIS Online, ArcPro/Desktop, and mobile applications) in the development and maintenance of parcel, utility, or similar geodatabases.
  • Experience with CAD systems (Bentley Map).
  • Field experience in data collection, mapping verification, and/or construction inspection.
  • Bilingual a plus.
