Program Administrator

MassDevelopment is accepting applications for a Program Administrator in our Community Investment Department. This position will be a hybrid model, with a combination of remote work and in-office work located in our Boston office or one of our satellite offices throughout the state.  

The Program Administrator provides programmatic, operational, and project management support to the Community Investment Department, its programs, related staff, and various other departments in the Community Development Division and agency.  This position will primarily service the Taxi & Livery Business Support Grant Program, which will be guided by a Community Investment Officer. 

Essential Functions: 

Coordinate the Taxi & Livery Business Support Grant Program – prepare timelines, send notice of grant rounds, compile responses, coordinate a internal review committee, participate as a member of the committee, consolidate scores, communicate with grantees, present recommended grants to MassDevelopment’s Board of Directors, manage responses to awardees, and manage closings and disbursements of individual grants including transmittal information to the portfolio group. Track completion certificates. Maintain all information in agency tracking systems.

  • Work with all Community Development Division members to coordinate funding approvals, the signing and sending of correspondence, and legal documents.
  • Develop and maintain an accurate and up-to-date tracking system for awards, closings, and disbursements for capital fund projects.
  • Keep database of vendors updated with project information and manage contracting and payment for current scopes.
  • Research, evaluate, and make recommendations of potential contractors and vendors to support the program as directed.
  • Coordinate with Portfolio Management and Finance and Accounting Departments to expedite interagency contracting and flow of funds between funding agencies for all Community Development programs.
  • Coordinate external events in partnership with the External Affairs Department as needed.
  • Assist in the preparation of management reports and goals review.
  • Assist members of the Community Development Division with keeping CRM system up to date.
  • Assist with uploading relevant documents such as applications, write-ups, MOAs, and account reviews to appropriate directories in electronic filing system.  
  • Prepare ticklers for program reporting requirements.
  • Assist in writing RFI/RFQ/RFPs for procuring external services using agency guidelines, tailoring efforts to attract specialized house doctors necessary for a program.
  • Identify, maintain, and implement any additional staff productivity opportunities.


Minimum Qualifications:

  • Associate degree with a concentration in related fields of business or social sciences.
  • One year of experience in economic development, business development, grants management, or related experience with significant stakeholder/customer service within the public or private sector. 
  • Or combination of both education and experience.
  • Proven ability to manage a variety of project scales and multiple deadlines.
  • Ability to communicate effectively both orally and in writing.
  • Working knowledge of Microsoft Office products, including Word, Excel, PowerPoint, and Access.
  • Detailed oriented, with strong problem-solving skills.
  • Ability to work as part of a team and independently as needed.
  • Ability to travel independently.



  • Experience with grants management (writing, receiving, deploying, reporting, and tracking) and effective budget management practices for nonprofit organizations.
  • Ability to work in cross-cultural environments.
  • Bilingual a plus.
