Job Summary:

MassDevelopment is accepting applications for Vice President of Community Investment – South Region within the Community Development division. This position will be a hybrid model, with a combination of remote work and in-office work in our Fall River office.

Under the general direction of the Senior Vice President of Community Investment, the Vice President of Community Investment will work with governmental entities, nonprofit organizations, and private developers to solve pressing community problems, and advance and administer agency programs and services.  Programmatically the position serves as the regional lead for several agency grant programs, including brownfields redevelopment financing, collaborative workspace funding, and certain cross functional projects and initiatives in partnership with other agency departments. 

The Vice President of Community Investment will work with institutional stakeholders, including Transformative Development Initiative (TDI) partnerships, to advise and assist in identifying various issues and solutions as well as potential funding sources that may be of assistance in helping to further projects. The ideal candidate for this role will be an active listener, a creative thinker, and one who enjoys working with a wide variety of potential clients and partners to solve problems and advance projects. Essential Functions: 

  • Manage a regional portfolio of projects, including identifying, analyzing, underwriting, documenting, and closing projects.
  • Assess the eligibility and viability of proposed projects for programs and services offered by the agency.
  • Work with prospective customers to refine project concepts and develop application materials to be submitted to the agency for review.
  • Solicit, close and manage disbursements and collections of projects.
  • Monitor closed projects for possible events triggering repayment and work with project sponsors and teams to ensure timely and effective progress of projects.
  • Maintain productive working relationships with nonprofit developers, for-profit developers, appointed and elected officials.
  • Write project descriptions, recommendations, and briefings for senior management and the Board of Directors as required.
  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree with a concentration in finance, economics, planning, public policy, real estate, or a related field. 
  • 5-7 years experience in local, state or federal government, planning, real estate development or community development.
  • Or combination of education and experience.
  • Strong interactive and relationship-building skills with an ability to initiate contacts and effectively present information and respond to questions from potential and existing customers, government officials, the general public, consultants and various outside stakeholders.
  • Experience working with various project constituencies, including nonprofit advocacy groups and citizens, community and neighborhood organizations.
  • Knowledge of state and local community issues, finance, real estate, economic development and environmental issues.
  • Familiarity with and knowledge of federal, state and local economic development programs, incentives and policy initiatives as well as governmental policies and regulations regarding land-use.
  • Ability to work as part of a team and independently, as needed.
  • Strong analytical, verbal and written communication skills.
  • Proficient in Microsoft Office suite (Outlook, Word, Excel).
  • Possession of a valid driver’s license.
  • Bilingual a plus.

Preferred Qualifications:

  • Master’s degree, with a concentration in finance, economics, planning, public policy, real estate or a related field. 
  • Knowledge of real estate development and finance.
