MassDevelopment is pleased to announce that Ricks Frazier joined MassDevelopment on August 27 to serve as the Agency’s General Counsel. In this role, Frazier will be MassDevelopment’s top lawyer and oversee a team of four attorneys and three staff members in the legal department.

“Ricks Frazier has made a substantial contribution to the Baker-Polito Administration, and we have appreciated his sharp intellect and wise counsel,” said Housing and Economic Development Secretary Jay Ash. “Ricks will carry that into his new role at MassDevelopment and continue to support economic development efforts across the Commonwealth.”

“We’re delighted to have Ricks Frazier come on board as the Agency’s new General Counsel,” said MassDevelopment President and CEO Lauren Liss. “Ricks has extensive legal experience in both the public and private sectors, particularly on key agency issues like economic development, business development, and affordable housing. He will be a tremendous asset to our leadership team moving forward.”

Frazier comes to MassDevelopment from the Executive Office of Housing and Economic Development (EOHED), where he had served as general counsel since 2013. Prior to joining EOHED, Frazier served for eight years as Assistant General Counsel for United Air Lines, Inc. He also held various legal positions at Texaco. “I am thrilled to join MassDevelopment’s legal team and work on a diverse slate of finance and real estate projects,” said Ricks Frazier. “Thank you to the MassDevelopment Board of Directors, Lauren Liss, and the rest of the Agency team for their support. I look forward to using my skills to help spur economic development in Massachusetts and its communities.”
