Ricks Frazier Joins MassDevelopment as General Counsel

MassDevelopment is pleased to announce that Ricks Frazier joined MassDevelopment on August 27 to serve as the Agency’s General Counsel. In this role, Frazier will be MassDevelopment’s top lawyer and oversee a team of four attorneys and three staff members in the legal department.

“Ricks Frazier has made a substantial contribution to the Baker-Polito Administration, and we have appreciated his sharp intellect and wise counsel,” said Housing and Economic Development Secretary Jay Ash. “Ricks will carry that into his new role at MassDevelopment and continue to support economic development efforts across the Commonwealth.”

“We’re delighted to have Ricks Frazier come on board as the Agency’s new General Counsel,” said MassDevelopment President and CEO Lauren Liss. “Ricks has extensive legal experience in both the public and private sectors, particularly on key agency issues like economic development, business development, and affordable housing. He will be a tremendous asset to our leadership team moving forward.”

Frazier comes to MassDevelopment from the Executive Office of Housing and Economic Development (EOHED), where he had served as general counsel since 2013. Prior to joining EOHED, Frazier served for eight years as Assistant General Counsel for United Air Lines, Inc. He also held various legal positions at Texaco. Frazier is an alumnus of Texas A&M University and the University of Texas School of Law.

MassDevelopment, the state’s finance and development agency, works with businesses, nonprofits, financial institutions, and communities to stimulate economic growth across the Commonwealth. During FY2017, MassDevelopment financed or managed 377 projects generating investment of more than $4.3 billion in the Massachusetts economy. These projects are projected to create about 9,488 jobs and build or rehabilitate 1,863 residential units.
