Taxi & Livery Support

MassDevelopment is pleased to offer two programs to support small businesses in the taxi, livery, and hackney industries. These programs are funded by the Commonwealth’s Transportation Infrastructure Enhancement Trust Fund.

The   Taxi & Livery Business Support Grant offers financial assistance to secure products or services that will aid in improving competitiveness and enhancing safety capabilities in the rapidly evolving market of for-hire transportation. 

Eligible Applicants Grant Amount Purpose

Small businesses operating in the taxi, livery, & hackney industries

Up to $40,000

  • Dispatch systems
  • Smartphone-enabled hailing technology 
  • Safety equipment
  • GPS
  • Other types of equipment that would increase the business' opportunities

Livery & taxi industry associations

Up to $250,000

  • Marketing material to promote the for-hire transportation sector in MA
    (industry association applicants only) 
  • Systems or other aggregated improvements that will have a collective
    impact on the industry in MA

The Taxi & Livery Operating Support Grant provides funding for entities that coordinate transportation services to contract with taxi, livery, or hackney businesses for transportation and delivery needs as well as institutional programs and non-emergency medical transportation (NEMT) initiatives.

Eligible Applicants Grant Amount Purpose

State and municipal agencies that coordinate transportation services,
regional transit authorities (RTAs), eligible nonprofits, and health and
human service providers, to contract with taxicab, livery, or hackney
businesses for transportation and delivery needs

Up to $250,000

  • Increasing availability of wheelchair-accessible vehicles (WAVs).
  • Providing service in transit-isolated areas.
  • Providing first mile/last mile connections to/from public transit stations.
  • Supporting RTA, municipal, or health agency transportation operations.
  • Improving non-emergency medical transportation (NEMT) services.
