Massachusetts Unmanned Aircraft Systems Test Center (MA UASTC)

The Massachusetts Unmanned Aircraft Systems Test Center (MA UASTC) coordinates all nonmilitary Unmanned Aircraft Systems (UAS) flight operations on Joint Base Cape Cod (JBCC). In an agreement among the Massachusetts Development Finance Agency (MassDevelopment), the Massachusetts Army National Guard (MAARNG), and the Massachusetts Air National Guard (MAANG), the MA UASTC utilizes facilities within Camp Edwards Training Site, Otis ANGB, and the restricted air space (RAS) designated R-4101. MA UASTC invites other UAS organizations to utilize these facilities on a cost reimbursable non-interference basis.

In addition to the agreement with the MAANG, the MA UASTC operates under the conditions set forth in an agreement among the MAANG, USCG, and FAA for the restricted airspace over the northern training area. Users must comply with the procedures established by MA UASTC, which cover the type of aircraft, controls on flight, and general conditions and restrictions for flight. The users must also comply with all regulations published by Camp Edwards for the control of the use of range and training areas.

All users are required to carry appropriate insurance with both MassDevelopment and the Mass National Guard as additional insured. All users must produce an Airworthiness Certificate for each UAS used on JBCC. For new aircraft without this certificate, the user must produce a Safety of Flight Declaration certified and signed by an aeronautical engineer attesting to the ability of the aircraft to perform as designed.
