David Abdoo

Chief of Staff

Dave Abdoo is the Chief of Staff of MassDevelopment. Prior to joining MassDevelopment, Dave performed 20 years of public service in high profile, publicly accountable organizations in local, state, and federal governments. Most recently, he was the Chief of Staff at the MBTA where he served as senior strategic advisor to the CEO/General Manager. He was responsible for advancing the CEO's vision and priorities with the executive staff on a wide variety of topics including optimizing operations, customer improvements, cost containment, improved safety, resiliency, accessibility, and organizational design. Prior to the MBTA, Dave was the Chief of Staff of the DCAMM providing strategic leadership to an agency charged with direct management of 5.5 million square feet of state buildings as well as the development and maintenance of an annual capital budget more than $450 million. Dave also served in administrative and intergovernmental roles at the US Department of Health and Human Services. He also served four terms on the Lawrence City Council. Dave grew up in Lawrence, graduated from Salem State University, attended the Sawyer School at Suffolk University and served his country in the United States Army/National Guard.

Joseph joined MassDevelopment in 2024 and serves as the Transformative Development Initiative (TDI) Program Assistant. Joseph is tasked with providing administrative and programmatic support to the TDI program and related fields. Joseph’s professional journey spans roles such as Operations-Executive and Recreation Intern at MassDevelopment, Consultant at Taunton Redevelopment Authority, and Administrative and Legal Assistant with PBC Ltd. Joseph holds a Bachelor of Arts in Psychology and Information Studies from the University of Ghana, Legon and a master’s degree in public policy and urban affairs from Northeastern University.

John Ambold

Senior Vice President Technology

John grew up in the Texas Panhandle and graduated from West Texas State University. After college, he entered the U.S. Army and spent eight years working in military personnel and budget offices. He spent several years in the insurance industry as a Claims Underwriter for a Lloyds of London Greenhouse program before going back to school at Clark University in Worcester for a Certificate in Network Engineering. John was a Network Administrator for Eastern Connection in Woburn for six years after which he spent two years working for Deva Systems (a Citrix Consulting firm). MassDevelopment was a client at that time and John personally called on the Boston office every three months before joining the Agency's Information Technology (IT) department full-time where he has maintained software applications since 2007.

Rob Anderson

Vice President Business Development, Central Region

Rob joined MassDevelopment in 2020 and serves as Vice President for Business Development. Rob's role is to improve the quality of life for residents by working with housing developers, nonprofits, and businesses to address their financing needs. A key point of contact for the organization out in the field meeting potential clients, Rob has been working in economic development in Massachusetts for over 18 years. While working at MassEcon he assisted out-of-state corporate site location consultants considering real estate options for expansion to Massachusetts; as the Metro West Regional Director at the Massachusetts Office of Business Development (MOBD) Rob helped administer and market the state's Economic Development Incentive Program (EDIP) and acted as coordinator with other state partners; and at the municipal level he worked as Community Development Director for the Town of Billerica assisting companies through their expansion from permitting to occupancy. Rob has a Bachelor's Degree in Archaeology from Hamilton College.

Human Resources Specialist

Caretha Joined MassDevelopment in 2023 and serves as the Human Resources Specialist. She graduated from Fisher College with a bachelor’s degree in Business Management. As the HR Specialist she focuses on hiring, onboarding, offboarding and managing recruiting. She will also monitor FMLA, PFML, and short-term disability leaves in conjunction with other duties attached to her role. Prior to joining MassDevelopment, Caretha gained over four years of HR experience and is excited to implement said experience into her current role.

Megan Andrade

Megan Andrade

Senior Vice President Finance/Controller

Megan joined MassDevelopment in 2006 and serves as the Controller/SVP of Finance. Megan manages the day to day activities of the Accounting department including accounts payable, accounts receivable, payroll processing and general ledger activity for the Agency, TDMDC, Cape Ann Fisheries, Jodrey State Pier and all federal NMTC CDE entities. Megan is also responsible for year-end audit and tax return planning and preparation of the Agency consolidated financial statements, federal audit and Agency managed financial statements. Prior to joining MassDevelopment, Megan was an Accounting Manager at General Investment and Development Company, a private real estate developer, operator and investor where she prepared financial statements for residential and commercial properties and supervised property accountants. Megan started her career working in public accounting at Coopers & Lybrand LLP where she earned her CPA license. Megan holds a Bachelor of Science in Business Administration from the University of Massachusetts, Lowell.

Roy Angel

Roy Angel

Interim Senior Vice President Lending

Roy has more than forty years of experience in banking, finance, and economic development. After graduation from college, he began his career in commercial lending with two Worcester-area financial institutions. He also worked with the Federal Deposit Insurance Corporation and the Commonwealth of Massachusetts Office of Business Development prior to joining MassDevelopment in 1998. Roy also has a long teaching career, having served as an adjunct professor of finance and economics at Assumption University for close to 25 years after stints at several other Worcester area institutions including Anna Maria College and Clark University. He has also served in a volunteer capacity with several different community organizations in the Worcester area, including Treasurer and President of the BOD for YOU, Inc. prior to its merger with Seven Hills Foundation in 2020. He also volunteered as a Big Brother and was a member of the BOD and Treasurer for Big Brothers Big Sisters of Central MA/Metrowest.

Senior Vice President Business Development

Kelly joined MassDevelopment in 1995 as a Project Manager for Economic Development. Following that role, she moved to the real estate team where she had responsibility for sales and leasing efforts at Devens. Kelly then joined the Central Team as Vice President of Business and Economic Development. In 2019, Kelly assumed the role of SVP of Business and Economic Development. She now manages the BD team and represents the agency on Team Massachusetts, a group of organizations that collectively market Massachusetts to companies and prospects around the world. Kelly and her Business Development team are responsible for generating leads and projects for MassDevelopment funding projects. They also play an integral role on regional teams to promote economic development and business growth across the Commonwealth. Prior to joining MassDevelopment, Kelly served as the Director of Marketing for the US Army at the former Fort Devens. Kelly has a Bachelor of Science in Business and Marketing from Southern Illinois University in Carbondale, IL.

Melika Azadian serves as the Contract Manager in the Office of the General Counsel at MassDevelopment. She is currently pursuing a law degree and holds a Bachelor of Government with a focus in Law and Public Policy, as well as double minors in Real Estate and Business Law. Before joining MassDevelopment, Melika gained extensive experience in international policy and diplomacy as a fellow at the United Macedonian Diaspora. She also worked as a paralegal at various real estate and personal injury law firms, where she honed her legal skills and gained practical experience in contract management. Throughout her career, Melika has demonstrated a strong passion for law and public policy and has made a significant impact in various roles. As a Contract Manager, she plays a critical role in ensuring that MassDevelopment's contracts are managed effectively and efficiently. Melika is dedicated to making a positive difference in the world through her work, and she is committed to using her skills and knowledge to contribute to the success of MassDevelopment and the wider community.

David Bancroft

David Bancroft

Senior Vice President Community Investment, North Region

David joined MassDevelopment in 1999 as a regional representative in Community Development. He has worked with the municipal officials and local organizations in MassDevelopment's South and Boston regions and is now focused and working with communities in the North region. He has experience working with the Brownfields Redevelopment Fund, Collaborative Workspace Program, Cultural Facilities Fund, and Transformative Development Initiative. Prior to joining MassDevelopment, David directed the Commonwealth's Housing Innovations Fund and Facilities Consolidation Fund, two affordable housing programs operated by the Massachusetts Office of Housing and Community Development. He started his career as a financial analyst at Bank of Boston concentrating on the Media/Entertainment and Specialized Industries within the National Banking Group. David has an undergraduate degree in Business/Finance from Northeastern University. He received a Massachusetts Commonwealth Fellowship with Suffolk University and a Master's in Public Administration. He has served on the Board and as Board Chair for the AID's Housing Program and Victory Programs, two nonprofits with a mission to address homelessness and recovery.

Tracy Silva Barbosa

Tracy is a multi-media artist and community organizer with experience organizing the Love the Ave initiative in New Bedford's North End. A Bachelor of Fine Arts graduate of MassArt 99, she has worked in private and public collections all over the world. Tracy began working with glass in 1997 at Mass College of Art in Boston. Soon after, she worked at John Lewis Glass assisting with such glass marvels as the OK City Memorial, and One World Trade, NY. Today, Barbosa is the owner of Duende Studio. Duende Studio's mission in equity-based collaborative public art and community building projects across New England has been running strong for more than 20 years.

Kevin joined MassDevelopment in 2023 and serves as Senior Vice President of the Emerging Technology Fund. He leads a team of investment professionals responsible for driving business development, underwriting new investments with the mission of expanding new and innovative jobs within Massachusetts. Prior to joining MassDevelopment, Kevin had a long career with Wellington Management Co., LLP investing in small-cap, publicly traded companies. Kevin graduated from Bowdoin College with a degree in Economics and earned his MBA from the Amos Tuck School at Dartmouth.

Lawrence Bearce

Utility Financial Analyst

Larry joined MassDevelopment in 2011 as the Utilities Financial Analyst for the Devens Utilities department. Larry's initial responsibility was to bring billing for Devens' gas and electric customers in-house. Larry spent 27 years at Colonial Gas in Lowell, Massachusetts until a merger with Boston Gas in 1998. During the next several years, Larry found the time to hike over 2,000 miles of the Appalachian Trail and accepted an assignment as an independent software developer with S3 Development of Nashua, New Hampshire. The assignment was to develop a software application for the then Fall River Gas Company to allow them to track/bill customers, from the supply side through billing, who took advantage of the newly created unbundling of gas supply in Massachusetts. Larry holds a BS degree in Plastics Technology from Lowell Technological Institute. In his spare time, he and his wife enjoy golfing.

John C. Beatty

Executive Director MA Military Asset and Security Strategy Task Force

Governor Charlie Baker named John C. Beatty as the Massachusetts Military Asset and Security Strategy Task Force Executive Director in June 2016. A native of South Boston, Lieutenant Colonel (retired) Beatty graduated from the United States Military Academy at West Point and was commissioned into the U.S. Army Field Artillery. During his 23 years of military service he led a range of diverse organizations, commanding units in Germany and Kosovo and deploying twice to the Middle East. In 2008, Mr. Beatty served as the Deputy Director for the Governance, Reconstruction and Economic Development Cell for Multi-National Division Baghdad, leading an effort to further an independent, self-governing Iraq. In his capstone assignment as the Inspector General for the Maine National Guard, Mr. Beatty provided policy advice and counsel to three adjutants General while serving the Soldiers, Airmen, and self-less civilians of the Maine National Guard and Department of Veterans services and Emergency Management.

Vice President Investment Banking

Taiwo serves as the Vice President of Investment Banking in the North region, responsible for new bonds origination for a variety of economic activities. He manages the bond financing program to assist many developmental projects undertaken by non-profits, manufacturers, housing developers, health and human service providers, colleges and universities, independent and charter schools, recycling and waste companies, and governmental entities. Before now, was an Investment Banking Associate at MassDevelopment, where he worked broadly on tax-exempt bond financing. Prior to joining MassDevelopment, Taiwo was a Business Specialist / Relationship Manager at Bank of America. He was also a Senior Personal Banker at Citizens Bank, and a Branch Manager and the Head of Operations at Guaranty Trust Bank, Nigeria. He has an extensive banking and relationship management experience, as well as broad technical skills. Taiwo holds a Bachelor’s Degree in Civil Engineering, and a Master’s Degree in Business Administration.

Maureen joined MassDevelopment in September of 2020, as Senior Accountant. Among her many accounting responsibilities are Devens' Real Estate and Excise Taxes. She is the Financial Liaison to the Devens Fire and State Police Departments, as well as Devens Utility Department. Prior to joining MassDevelopment, Maureen was employed, for 22 years, as an Accountant at MetroWest Medical Center in Framingham, and Avery Dennison Corporation, for 10 years, as a Sales and Use Tax Accountant and AR Reconciler. Maureen holds a Bachelors of Art Degree from Boston College, with minors in both Irish Studies and Spanish.

Insiyah Mohammad Bergeron

Vice President Strategy and Innovation

Insiyah Mohammad Bergeron rejoined MassDevelopment in 2022, as the Vice President of Strategy and Innovation in the Community Development Division. Insiyah's role includes coordinating the division's teams, ensuring that programs are in alignment with impact goals, and piloting new programs and strategies for equitable economic development in the state. Prior to joining MassDevelopment, Insiyah co-led the Business Consulting team at ICA Group, a non-profit that focuses on economic democracy and cooperative business ownership. Insiyah served a previous term at MassDeveloment as the Transformative Development Initiative Fellow in Holyoke, where she collaborated with a variety of stakeholders on projects related to real estate, workforce training and small business development. Insiyah enjoys working with people from different backgrounds to imagine and implement new ways of working and creating. Insiyah holds a Bachelor of Arts in Social Science and Film from Bennington College, and a Masters in City Planning from MIT.

Vice President Commercial Lending

John Berton has almost thirty-five years of experience in commercial credit, lending and relationship management, assisting small to medium-sized businesses in achieving their financial goals. He was most recently a Vice President of Commercial Lending with BayCoast Bank since 2013, and has previously held commercial banking positions at Citizens Bank, Webster Bank and Rockland Trust Company, after starting his career in Florida with Barnett Bank. He is gratified to have strongly participated in the Small Business Administration lending market during his career; most recently as a specialty team member for the vital PPP Lending Program throughout the COIVD-19 Pandemic. John is experienced in developing and maintaining commercial banking relationships to provide financial solutions for a broad spectrum of businesses, as well as non-profit and government entities in the market; as a result, he successfully increases and maintains diverse loan portfolios and has also managed large municipal relationships. John earned his Bachelor's degree from Louisiana State University in Shreveport, and has continued his banking education by staying current through completion of numerous RMA and ABA courses throughout his career.

Joe joined MassDevelopment in December 2002 as a Project Engineer in the Devens Engineering office. Joe oversees construction and demolition projects throughout the Commonwealth in addition to similar projects on Devens along with ensuring compliance with the MS4 stormwater permit. Prior to joining MassDevelopment, Joe gained experience at The Entwistle Company as a Project Engineer in the Hydraulic Systems Division and Military Support Division for about a dozen years. Before that as a Project Engineer in Sanitary and Site Design at EJ Flynn Engineers for a few years right after college. Joe holds Bachelor of Science degrees in Mechanical Engineering and Civil Engineering from Central New England College of Technology.

Christine is the Administrative Assistant for the Engineering department. She joined the team in 2010 and is involved in the majority of MassDevelopment's engineering projects across the state. She also assists other departments in aspects of the bidding process, using her decade's worth of experience. Outside of work, Christine is active in her community, teaching at the Black Excellence Academy in Worcester. She is a member of Arts Worcester and the founder of Night Class, a creative organization for local artists.

M. Jeff Buckley

M. Jeff Buckley

Portfolio Analyst

In 2016, Jeff was engaged as a contractor for MassDevelopment to resolve valuation issues associated with the Agency's transition from the Loan Ledger software suite to EnAble. Following the software transition, Jeff joined the Lending department's Portfolio team full time as a Loan Administrator. After a few months with the Portfolio team, he was recruited to join the Agency's nascent Credit team and began his training as a Commercial Credit Analyst. After four years with the Credit team, Jeff transitioned to a new role as a Portfolio Analyst, where he is able to use his Excel and SQL query skills to develope and prepare reports on the Agency's various loan and guarantee portfolios; as well as working with various departments to design and improve the reports and queries they use. Prior to joining MDFA, Jeff worked as an Investments Analyst on the Portfolio Management team of John Hancock Life Insurance's Real Estate Finance Group, providing reporting and analytical tools on their $10B commercial mortgage portfolio. Jeff holds a Bachelor of Arts in Economics from Tulane University and a Master of Liberal Arts in Management with a focus on Finance from Harvard University.

Sean Calnan

Interim General Counsel

Sean joined MassDevelopment in 1998 and serves as the Senior Vice President, Community Investment in the Community Development Division. Sean manages the Community Investment team in its commitment to stimulate business, drive economic growth, and help neighborhoods and communities thrive through tactical interventions including, but not limited to, the administration of several grant programs such as the Brownfields Redevelopment Fund, the Collaborative Workspace Program, the Community Health Center Grant Program, the Cultural Facilities Fund, the Innovation Voucher Fund Program and the Taxi & Livery Business Support Program. Prior to joining MassDevelopment, Sean worked at the Massachusetts Office of Business Development as Assistant Legal Counsel and Director of Economic Assistance where he oversaw the Economic Development Incentive Program which provides local property tax incentives and state tax credits to encourage business expansion. Prior to assuming his current role, Sean served as Vice President, Community Development as part of MassDevelopment's West Regional Team. Sean holds a Bachelor of Arts in English from Boston College and a Juris Doctor from Suffolk University Law School.

Frank Canning

Vice President Investment Banking

Frank Canning has worked for MassDevelopment since 1999 in the Investment Banking Division. He is responsible for tax-exempt bond originations in western Massachusetts and has managed or co-managed over 200 bond issues for the Agency. Prior to joining MassDevelopment he worked for 15 years in residential mortgage lending at Springfield Institution for Savings. He received a bachelor's degree in business administration from St. Michael's College, Winooski, Vermont and a master's degree in finance from Western New England University, Springfield, Massachusetts.

A native of Massachusetts, Anthony currently lives in the Lakes Region with his wife and two children. As a former Vice President Commercial Relationship Manager with Northway Bank, he has over 10 years of financial experience in both public and private sectors. Anthony previously served as Housing Program Director with the USDA, serving the needs of moderate- and low-income individuals in the states of New Hampshire and Vermont. He is passionate about serving the needs of the community particularly in rural/statistically underserved areas. In his free time, Anthony is an avid fitness enthusiast and enjoys spending time with his family.

Kendall M. Cardwell, PE

Senior Project Engineer

Kendall joined MassDevelopment in 2012 and serves as a Resident Engineer for various projects. Kendall's role is to coordinate with consultants to compile bid/construction documents for use in the public bidding process. During construction, Kendall serves as the onsite Resident Engineer to oversee construction activities and coordinate with contractors, municipal departments and utility providers. Prior to joining MassDevelopment, Kendall worked as a Project Manager for VHB, a private real estate development and transportation company. Kendall managed development programs for CVS, Target, and Stop & Shop in addition to working on large mixed-use projects like Assembly Row in Somerville and Cathedral Commons in Washington DC.

Rob Carley joined the Agency in 2016 after practicing for several years in a private-sector law firm. His primary role with the Agency is to provide legal support to all aspects of the Agency's operations and oversight of its marquee project - the continuing successful redevelopment of Devens. In addition to private sector law firm experience, Rob has prior experience working in other quasi-public entities in roles both as an attorney as otherwise.

Vice President Business Development, West Region

Karen joined MassDevelopment in 2022. Her role is to listen carefully and present the agency's programs and services to businesses and nonprofits that address their financing needs and in collaboration with economic development partners. Prior to joining Mass Development, Karen gained experience as a consultant with area businesses, manufacturers, entrepreneurs, and nonprofits to improve their operational and workforce goals and objectives. Karen earned an MBA from the University of Massachusetts - Isenberg School of Management and an MA in Sustainable Development from the SIT Graduate Institute after graduating from Union College with a BA in Spanish.

Karen has served multiple roles within the Finance and Accounting Department since she joined the Agency in 1998. Currently, Karen serves as the Director of Special Projects with her responsibilities ranging from financial modeling and analysis to identify ways to improve work flow efficiencies throughout the organization. Karen has a Bachelor of Science in Business Administration from Worcester State University and a Master of Business Administration from Assumption College.

Construction Engineer

Onix joined MassDevelopment in 2021 as part of the Engineering group as a Construction Engineer. He assist with development of project plans and specifications by consultants and in-house staff, preparation of IFBs and RFQ/RFPs for various agency projects, provide daily oversight of construction and demolition projects, such that the contractual requirements and obligations are fulfilled in accordance with drawings and specifications, and other duties as may be assigned. Prior to joining MassDevelopment, Onix worked with Walsh Contracting Corp. and Vanasse Hangen Brustlin (VHB). Onix gained experience in a variety of projects from construction to full design in Land Development. Onix has a Bachelor of Science in Engineering - Civil Engineering from the University of Massachusetts Lowell.

Sabiha joined MassDevelopment in 2023 and serves as an Investment Banking Associate. Before joining MassDevelopment, Sabiha gained experience working as a data analyst for Penn State Dining while completing her undergraduate degree in Finance in the Smeal College of Business at Penn State University.

Office Manager

Victoria joined MassDevelopment as a temporary employee in 2022 and is now the Office Manager. Victoria fulfills MassDevelopment’s mission through vendor relations, procurement, and operational and staff support across the agency’s Boston headquarters and regional offices. Prior to joining MassDevelopment, Victoria gained experience as a team leader and assistant manager with H&R Block. She has also served in paralegal and analyst roles in corporate law firms in association with the Robert Half Legal Agency. Victoria holds a Paralegal Certificate from Salem State University, and a Bachelor of Science in Criminal Justice from Southern New Hampshire University.

Israel joined MassDevelopment in 2023 and serves as the Human Resources Manager. Israel will work in HR operations, focusing on training and development and developing strategies that improve workplace accessibility and inclusiveness. Prior to joining MassDevelopment, Israel worked for KIPPMA, a network of charter schools in the Boston and Lynn regions, where he obtained expertise as an HR manager. Israel HR procedures including audits, recommitment, and open enrollment. He conducted a variety of staff training sessions and coached managers on how to address matters with staff members, such as time-off requests and employee relations. Additionally, Israel assists in ensuring that company policies support diversity in the workplace. Ensured personnel and recruiting managers have received training on how to find, hire, manage, and keep a diverse workforce. Israel graduated from Salem State University with a Master's in Business Administration.

Yvette joined MassDevelopment in 2007 as an Accounting coordinator with the finance group and was responsible for budget approval tracking of purchase orders; conference forms and expense report auditing. Preparation of the weekly Devens deposit. I was responsible for Accounts receivable functions in companies Jodrey, Cape Ann Fisheries and Devens Regional Hazardous. I was also the backup to Accounts Payable when needed. In 2012, I accepted the position of Accounts Receivable Coordinator responsible for daily cash collection for MassDevelopment and accurately verifying and posting receipts. Maintaining and updating customer database and invoicing for Devens Real-Estate Taxes, Utilities and Department invoicing. Customer service assistance and resolving discrepancies in a timely matter. Month end closing Aging reports, adjustments and collection issues. Prior to joining MassDevelopment I have worked in accounting and bookkeeping in various different industries with diverse experience in manufacturing, construction and hospitality.

Laura Marie Christopher joined MassDevelopment in 2016 and most recently served as the Strategy and Innovation Officer for the Community Development division, and was an integral part of the TDI Operations team for five years. Her work at the Agency has touched several programs but always included an emphasis on design thinking, data, community engagement, and place. Laura has worked to align statewide economic development priorities with practical and usable implementation strategies, programs, and financial products that advance equitable development. Before joining MassDevelopment, she worked as a landscape architectural designer at SWT Design. Laura holds a Bachelor of Arts in Architecture from Wellesley College and a Master's in Landscape Architecture from Washington University in St. Louis.

Hillary joined MassDevelopment in 2020 as the Recreation/Events Coordinator in Devens. Hillary's main job responsibilities include planning and overseeing all community and sporting events. Hillary also manages UAV/autonomous vehicle testing rentals and works with productions that are filming at New England Studios that are interested in renting outdoor spaces to film in Devens. Prior to joining MassDevelopment, Hillary gained experience through employment in Teaching and Employment Specialist positions, working with children ages two through eighteen and adults with mental illness. Hillary holds a Bachelor of Science degree in Kinesiology from The University of North Carolina at Greensboro.

Prior to joining MassDevelopment, Mark gained experience as a Project Manager working on a variety of engineering projects for the Massachusetts Water Resources Authority, and as a Project Engineer for Black & Veatch working on projects, including several related to the cleanup of Boston Harbor. Mark holds a Bachelor of Science degree in Civil Engineering from UMass Amherst and a Bachelor of Arts degree in Biology from Boston University.

Meg joined MassDevelopment in 2001 and serves as MassDevelopment's lead staff person in Devens with oversight of its Departments of Public Safety (including Fire and Police), Environmental Engineering, Public Works, Recreation, and Utilities. She also serves as the Director of Military Initiatives. Meg is responsible for furthering various economic development activities involving the defense sector, including outreach to defense-related companies, redevelopment of federal surplus property, development of infrastructure and real property assets to increase mission, development and implementation of operational enhancements, and creation and implementation of outreach activities and coordination of information and opportunities. She acts as the primary contact to the Executive Director of the Military Asset and Security Strategy Task Force. Prior to joining MassDevelopment, Meg was the Executive Director of the Nashoba Valley Chamber of Commerce. She was also the Station Manager for the American Red Cross at Luke Air Force Base, AZ and Fort Devens, MA. Meg attended Nathaniel Hawthorne College majoring in Criminal Justice.

Prior to joining MassDevelopment, Brenda served as the Director of Marketing for the Massachusetts Office of Business Development where she coordinated strategic planning and tactical execution of marketing activities to promote business growth across the state. Brenda's private sector experience includes work as an Assistant Property Manager for Rosen Associates Property Management Corporation, a privately held commercial real estate business focused on anchored neighborhood and community shopping centers, and Dining Room Manager of The Pillar House Restaurant where she was also responsible for the design and implementation of a company-wide employee training program. Brenda has a Bachelor of Science in Business from the Whittemore School of Business and Economics at the University of New Hampshire.

Rob Dolan assumed the role of Vice President Green Finance in November 2022, while continuing his infrastructure finance role in Investment Banking. Rob joined MassDevelopment in 2018 and as a member of the Agency's Investment Banking Team. Rob's focus was working with municipalities, developers and other stakeholders on finding innovative financing solutions for their public infrastructure needs as well as managing tax-exempt bond transactions for nonprofits. Rob has also been working on the PACE program the last few years, with a focus on engaging municipalities on adoption of PACE, as well as briefing various other stakeholders about the program, including property owners and capital providers. Prior to MassDevelopment Rob worked at the UMass Building Authority as well as the Commonwealth's Executive Office for Administration and Finance where he focused on public finance, debt management, financial analysis, investor and credit rating agency relations, strategic planning and policy development.

His role is to manage and provide strategic support to the cohort of 12 TDI Fellows as they work to accelerate neighborhood-scale, equitable economic development in Gateway Cities across Massachusetts. He joined MassDevelopment in 2016 as the TDI Fellow for Brockton and later served as the TDI Senior Regional Fellow, simultaneously covering the communities of Attleboro, Barnstable, and Brockton. He approaches planning and economic development with a broad lens that is rooted in his prior experience working in state and local government, a community-based social enterprise and in the private sector. George has a Bachelor of Science in Environmental Science and Regional Planning from Westfield State University and a Master of Science in Urban & Regional Policy from Northeastern University.

Roman joined MassDevelopment in 2000 and serves as the Facility and Grounds Coordinator for Devens Department of Public Works and Recreation. Roman designs the layout and coordinates logistical planning for all fields and facilities in preparation of major sporting events. He ensures that related facilities and equipment are maintained for safe public use and he also assists with regulation field and facility conversions. Prior to joining MassDevelopment, Roman served 22 years in the U.S. Army. He was employed with the Community Activities/Recreation Division Sports Branch Fort Devens as a sports programmer and became the Supervisory Sports Specialist. In his role, Roman was responsible for intramural and varsity sports programs and conducted clinics for officials and coaches.

Tristan has a background in development law and has worked on land use, zoning, planning and construction cases, including affordable housing and mixed-use developments. In this role, he helped move development projects forward at all stages by resolving disputes among owners, government officials, and community residents. Tristan has worked in El Salvador during and after college, where he advanced community development projects and studied at the University of Central America. He' also provided technical assistance to Spanish-speaking small business owners in eastern Massachusetts through the micro-finance nonprofit ACCION. In this role, Tristan taught workshops and conducted outreach in Spanish and English in Boston and in Gateway Cities. Tristan then took this experience to the Meheba Refugee Settlement in Zambia, where he lived for over a year, where he started and ran a microfinance program and provided other technical assistance to UNHCR and its partners. Tristan has a Bachelor's in Political Science and Latin American Studies from Fordham University and a Juris Doctor from Columbia University School of Law.

Senior Vice President Housing Finance

Tony joined MassDevelopment in 1996. He is responsible for managing the Agency's Housing Finance program that provides construction and permanent financing through tax-exempt and taxable bond issues, as well as low income housing tax credits. Mr. Fracasso was previously manager of the Agency's Investment Banking Department. He has experience issuing bonds for a wide range of housing projects, non-profit sponsored projects, manufacturing facilities, long term care facilities and environmental projects. Mr. Fracasso has 37 years experience in the field of commercial finance, spending 13 years of his career as a commercial lender with various banks in New England. Mr. Fracasso received a BA in Business Administration from Saint Michael's College and a Master of Science in Financial Management from Fairfield University.

Prior to joining MassDevelopment, Dottie served as a Senior Planner of Economic Resiliency and Housing Equity for Old Colony Planning Council and Director of Local Leadership for the MA Smart Growth Alliance and a small business owner for technical sales. Dottie is passionate about collaboration to achieve goals that create vibrant, inclusive, and welcoming communities. Since 2013, Dottie has been serving the Town of Easton Select Board driving initiatives focused on business growth, affordable housing, healthy aging and expanding arts, culture, and tourism. Dottie attended New England School of Art and Design and Northeastern University.

Simon R. Gerlin joined MassDevelopment in February 2013 as the Agency's Chief Financial Officer and Executive Vice President of Finance. Prior to MassDevelopment, Simon served in executive finance, compliance, and audit roles at Clean Harbors Environmental Services. He also spent 16 years at PricewaterhouseCoopers LLP, serving clients in numerous sectors such as energy and utilities, manufacturing, and higher education. Simon received a Bachelor of Arts in political science from Middlebury College and an Master of Business Administration from the Harvard Business School. He is a certified public accountant, a member of the American Society of CPAs, and is a Director of Cambridge Bancorp, where he is Chair of the Audit Committee.

He served as an advisor to Governor Baker and Lt. Governor Polito on personnel matters within the executive branch workforce, as well as all gubernatorial appointments to state boards and commissions, and intergovernmental affairs. Before joining the Governor’s Office, he worked at Public Consulting Group (PCG) as a Business Analyst assisting state Medicaid agencies across the country improve business processes and ensure compliance with federal regulations. Conor holds a Bachelor of Arts in Political Science from Bridgewater State University.

Prior to joining MassDevelopment, Richard served as the Senior Project Manager and Brownfields Coordinator for the City of Springfield where he managed economic development and workforce development projects , developed management plans including current and critical path schedules for public improvement and private revitalization projects, and managed the efficient cleanup and reuse of contaminated land within the guidelines of Massachusetts Department of Environmental Protection and the Environmental Protection Agency as a means to generate economic growth, strengthening communities and enabling sustainable land use and development. Richard has a Bachelor of Science in Business Management from Tuskegee University in Alabama.

Joe joined MassDevelopment in 2000 and serves as a vice president in Investment Banking. His role is to manage tax-exempt bond transactions and assess property assessed clean energy financing requests, analyze financing for real estate and equipment projects, assess client capital needs and debt structures, source capital, assemble financing teams, and manage project financings and timelines through closure. Joe is responsible for marketing MassDevelopment's financing programs and maintaining bank and client relationships, maintaining client accounts, and working closely with state and local officials to identify development opportunities and support Agency initiatives. Prior to joining MassDevelopment, Joe worked at Bank of Boston and Fleet National Bank as a Residential Loan Officer where he originated, managed, and closed residential real estate mortgages - giving him wide experience in housing programs offered by MassHousing, Massachusetts Housing Partnership, Fannie Mae, Freddie Mac, Federal Housing Administration, and the Veterans Administration. This employment provided him with a broad understanding of banking, lending, and community reinvestment. He holds a Bachelor of Science in Business Administration from Boston University and a Master of Business Administration from Suffolk University.

Tania Hartford became the EVP Real Estate in April 2022 where she oversees the agency's real estate and planning efforts including the redevelopment at Devens and management of the state piers. She rejoined MassDevelopment in January 2021 as the chief operating officer and chief of staff having previously worked at MassDevelopment between 2007-2016 as both vice president of community development in the northeast and later as director of real estate services. Prior to coming back to MassDevelopment, Tania worked as a development manager for RCG LLC, a real estate development and investment firm where she focused on strategic planning and development of current assets and new acquisitions. Tania has a depth of experience in the public sector serving at the local and state levels in policy, planning and economic development. She holds a MA in Urban and Environmental Policy and Planning from Tufts University and a BA in International Relations/Environmental Policy from Michigan State University. She is a member of the American Institute of Certified Planners (AICP), Urban Land Institute (ULI) Boston Advisory Board, Essex County Habitat for Humanity Board, and Girl Scouts of Eastern MA Volunteer/Troop Leader.

Having worked as a Corporate Facilities Manager, with operational oversight of two marine terminals and several cold storage facilities in three states, Chuck has a broad range of knowledge with over 30 years spent on the New Bedford waterfront. His responsibilities included the supervision of a union maintenance department, facilities grounds and building infrastructures, along with the operation of various ammonia and Freon refrigeration systems. Chuck also spent over 20 years in a management role that involved logistics around loading and unloading of cargo ships, with over 30 union and non-union employees under his direct supervision while vessels were working in port. He currently holds certification as FSO, CSO & VSO with U.S. Maritime Administration (MARAD) & the U.S. Coast Guard National Maritime Center (NMC) as well as EPA Universal & MA 2A/1C Hoisting Engineers License.

Erikk initially returned to MassDevelopment in January 2022 to serve as Deputy Chief of Staff before rejoining the Real Estate Division as Vice President of Development in September 2022. In his previous tenure at MassDevelopment between 2013-2015 as a project manager, Erikk supported the development of the Myles Standish Industrial Park Expansion, the continued growth of Devens, and multiple planning engagements across the Commonwealth. Prior to his return to MassDevelopment, Erikk served as the Boston Harbor Regional Coordinator at the Massachusetts Office of Coastal Zone Management and as a waterfront planner at the Boston Planning & Development Agency, working on critical coastal issues such as port, harbor, and ocean planning, climate resilience and hazard mitigation, and environmental permitting. He has a Bachelor of Arts in International Relations from the University of St. Andrews in Scotland and a Master of Science in Urban Planning & Community Development from the University of Massachusetts at Boston.

Paul and his team are responsible for all aspects of MassDevelopment's Finance and Community Development Lending Portfolio. Various duties are Loan, Grant, Guaranty closings and set ups, monthly invoice billing, payment receipt and allocation, disbursement processing, UCC/Tax monitoring, daily account reconciliation, and all customer service assistance. Prior to joining MassDevelopment, Paul served as Mortgage Servicing Assistant for Metro Credit Union and also spent the previous twenty seven years obtaining his financial experience working for the Global Financial Intuition, State Street Corporation.

Tonya is the Community Investment Program Administrator where she coordinates Community Health Center grant program distributing grants of up to $50,000 and prepare timelines, send notice of grant rounds, compile responses, coordinate internal review committee, participates as a member of the committee, consolidating of scores, communicate with grantees and present to Board, manage responses to awardees and manage closings and disbursements of individual grants including transmittal information to portfolio group. She also works closely with the Community Investment Officers and the Culture Facilities Portfolio Group. Tonya received a certificate of Business Administration from Boston Business School.

Prior to joining MassDevelopment, Emmanuel gained experience as the Regional Lending Executive for Merchant Services, an Independent Sales Organization (ISO) for Wells Fargo. Most recently, Emmanuel held multiple lending roles at Bank of America and Citizens Bank. Emmanuel holds a Master's Degree in Leadership in Financial Markets from Northeastern University, and a Master's Degree in Economics. Emmanuel also completed the required coursework for a Doctorate in Business Administration/Finance from Walden University.

Michael-Ray received his Bachelor of Science in Interdisciplinary Studies from Fitchburg State University. Most recently, he was Portfolio Manager at First Realty Management in Boston and has a broad array of experience managing construction, facility operations, and capital improvement projects at federal, historical, commercial, and residential properties. Michael-Ray lived on Fort Devens and attended elementary school on the active-duty post, prior to his father's retirement from the Army. Michael-Ray also retired from the US Army, where he served in many capacities, including as physical security specialist and as a military police officer, and is a Veteran of Operation Iraqi Freedom. Michael-Ray resides in Lunenburg, where he is the Vice-Chair of the Select Board and represents his town on a regional planning and transportation committee.

He has extensive experience managing affordable housing developments through design, planning, and construction. In 2013, Robert was named the Executive Director of the Brockton Redevelopment Authority after previously serving as the organization's Director of Housing since 2009. His prior experience also includes time as a Project Manager for Dorchester Bay Economic Development Corporation, specifically working in Boston's Upham's Corner neighborhood on the Dudley Village North and Dudley Village South developments. Additionally, Robert spent time managing and directing Massachusetts Community Development Corporation's Urban Initiative Fund, which provided loans and technical assistance to minority- and women-owned small businesses in eight Gateway Cities. Robert holds an MBA from Curry College and a Bachelor of Science from Northeastern University.

In 2013, Shirley was promoted to Assistant Vice President, Portfolio Administrations where she has taken on more duties within the Lending department, which includes supervising direct reports. Shirley's private sector experience includes working as an Annuity Services Specialists for Manulife Financial before being promoted to the On The Job Trainer/Workflow Coordinator for the annuity side of Manulife Financial/John Hancock. Then moving on to a Business Analyst position on the insurance side of Manulife Financial/John Hancock. Before moving into the world of finance, Shirley worked as a Certified Nursing Assistant for over ten years at the Hebrew Rehabilitation Center for the Aged. Shirley attended Fitchburg State College before obtaining a Bachelor of Science degree from Suffolk University.

Prior to joining MassDevelopment, Brett was a Senior Business Analyst at UMass Memorial Healthcare, providing financial analysis, budgeting, financial reporting, and presentations to senior-level management. Prior to that, Brett held senior finance positions in the pharmaceutical, healthcare, and publishing industries. Brett holds a Bachelor of Science in Business Administration from the University of Maine.

Alejandro graduated from the University of Massachusetts Lowell with a BA in economics and minors in mathematics and political science in 2018. Prior to joining the team, Lopez worked as a union laborer, as an intern at the US Department of Commerce, and as a mix of an administrative coordinator and leasing consultant at Princeton Properties in Lowell, MA. Marcos Marrero oversees MassDevelopment's Community Development division, which encompasses the agency's Transformative Development Initiative, Community Investment and Business Development teams. Marcos previously served the City of Holyoke, Massachusetts as Director of Planning and Economic Development, deploying the state's largest urban renewal plan. In the role, he planned, permitted, capitalized, and/or oversaw construction of public and private development projects worth well over $100 million, leading to renewed economic growth in the city. Previously, he also served on Governor Baker's Economic Development Planning Committee twice, the New York City Economic Development Corporation, the Pioneer Valley Planning Commission, the Puerto Rico Industrial Development Corporation, and the Governor's Office in Puerto Rico. Marcos holds a dual master's in Public Affairs and Urban & Regional Planning from the Princeton University School of Public and International Affairs, and a bachelor's in Economics and Political Science from the University of Puerto Rico in Rio Piedras. He resides with his wife and two young boys in Holyoke, Massachusetts. He volunteers his time as a Commissioner for the Holyoke Gas & Electric municipal utility, a national board member for the EforAll entrepreneurship program based in Lowell, Massachusetts, and for Pregones/Puerto Rican Travelling Theater based in the Bronx, New York.

She also authored a paper on State Competitiveness presented to Governor Baker that encouraged immigrant business growth in Gateway Cities as part of a job creation strategy. Marianna is also an avid rower and is part of the Head of the Charles race operations team and volunteers as a mentor for EforAll.

In his new role as South Cluster Lead Strategist he now also coordinates the Fellows in the South Region and oversees initiatives connecting TDI programs in the southeast to larger economic development initiatives. Jim will also oversee the TDI Equity program statewide and continue to facilitate projects in the Fall River TDI District. Prior to MassDevelopment Jim was the Property Manager for the Printers Building Trust in Worcester where he led efforts to redevelop the property and transition it to a multi-function office complex with a focus on creative economic uses and collaborative workspaces. Jim is a trained mediator and has worked in Massachusetts District and Housing Courts. He holds a Master's in Urban and Environmental Policy and Planning from Tufts University, a Bachelor's in Biology and Society from Cornell University and an Associate's Degree from Quinsigamond Community College.

Prior to joining MassDevelopment, Adelsa served as the Business Assistance Manager for the City of Brockton, at the Brockton Redevelopment Authority (BRA), where her understanding of diverse populations, community building, and outgoing character were fundamental to enhancing minority-owned business access to critical resources, such as COVID-19 relief funds. She was responsible for building relevant partnerships to help address Brockton small businesses needs and nurture a sustainable and stronger small business enterprise. Adelsa spent nearly 10 years working as the Coordinator of Immigration Affairs at the Consulate of Cape Verde in the United States, where she provided case management to over 400 individuals. She also spent time working in a law office in Lisbon, specifically supporting the implementation of an International Financial Institution in Cape Verde. She has a Juris Doctor from the University of Lisbon.

Ms. Mitchell manages land planning initiatives & development projects that create economic opportunities for communities across the Commonwealth. Strategically leading project teams, Mike focuses on managing large-scale surplus property redevelopment projects. Prior to joining MassDevelopment, Mike started her career working in marketing and community relations for the United States Department of Defense at the former Fort Devens army military base. Mike volunteers her time, among other things, as a member of the Spectrum Health Systems, Inc. Board of Trustees where she has served as Vice Chairperson since 2012.

Kevin has a background in entrepreneurship and business assistance. He's worked with early-stage entrepreneurs as Executive Director of EforAll in Lynn, focused on helping Latinos, minorities, and women start businesses. He was also briefly the Western MA Director of FORGE, connecting startups which create physical products with local manufacturers, in hopes of strengthening the Massachusetts manufacturing economy. Prior to MassDevelopment, Kevin started a social business called Esperanza Soaps, which provided good jobs to women living in the impoverished community of Las Malvinas, Dominican Republic. Kevin holds a Master in Public Policy and Administration from the University of Massachusetts Amherst.

Jim joined MassDevelopment in 1998 assisting with the formation of a reuse plan for the former South Weymouth Naval Air Station, closed by the 1995 BRAC action. Jim had recently completed a 26 year military career in the Navy with NAS South Weymouth having been his last duty assignment. His military specialty was Aviation Electronics Technician/Air Warfare and retired at the rank of Senior Chief Petty Officer (E-8). In 1999 Jim applied for and was accepted to fill an opening position as a Project Engineer at Devens in the newly forming Utilities Department. In 2008 Jim was promoted to fill the opening Managers position and has served in that position until now.

Prior to joining MassDevelopment, Dan worked as a Senior Associate of Capital Markets and Production for UC Funds in Boston where he originated and designed commercial real estate debt and equity capital structures. Jessica has a Bachelor of Science in International Maritime Business and a Masters in Facilities Management, both from Massachusetts Maritime Academy.

In this role, Lillian works with Cultural Facilities Fund Grantees to provide technical assistance leading to the execution of Grant Agreements and the disbursement of their grant funds. Before joining MassDevelopment, Lillian served as a Senior Analyst at Walker & Dunlop. In that position, she worked with commercial real estate loans, including construction loans and HUD FHA multifamily loans. Lillian's private sector experience also includes her previous roles at Bank of America. While at Bank of America, Lillian first worked as a Commercial Real Estate Loan Administrator, monitoring the construction loan portfolio. Later, Lillian became a Commercial Real Estate Corporate Market Administrator, gathering data for board and management reports.

He has more than eight years of experience in real estate development and eighteen years of experience in nonprofit administration and management. Ben's career has focused on roles that have improved the communities where he works. He has worked on transformative redevelopment projects both with the city of Holyoke and DevelopSpringfield. A former longtime commissioner of the Springfield Historical Commission, Ben has been able to focus on projects that restore and bring vitality back to historic buildings.

Wendy joined MassDevelopment in January 2017 to oversee the creation of the new commercial Property Assessed Clean Energy (PACE) financing program. She directs all parts of PACE including the program guidelines, municipal opt-in, lender engagement, project development, application review, closing and servicing. Prior to joining the Agency, she operated her own energy consulting business and acted as VP and principal advisor for a consortium of 500+ Massachusetts nonprofit and municipality members helping them to save millions annually in energy costs. She started her career developing energy savings performance contracts for municipal, healthcare and federal government facilities and over the last 25 years has developed an extensive knowledge of natural gas, electricity, energy efficiency and clean energy markets. A proud lifelong Massachusetts resident, Wendy was born and raised in Boston and resided in Milton for most of her life except when she attended UMASS Amherst, School of Management where she received a Bachelor of Business Administration, Cum Laude.

Claire joined MassDevelopment's Real Estate Division in 2014 and manages a team of planners that support communities with economic development planning and technical assistance to reposition municipal surplus properties. Claire is also project manager for a multi-disciplinary team responsible for large scale redevelopment projects at Carriage Grove, Belchertown and Village Hill, Northampton. Prior to 2014, Claire gained municipal, state and consulting experience while serving as Community & Economic Development Director with the Town of Clinton, as a regional and statewide director with the Massachusetts Office of Business Development, and as a private consultant to municipalities and businesses. Between 2001 and 2005, she managed predevelopment and brownfields site assessment funding with the Agency and also supported Agency initiatives with state and federal grants writing and management. Claire has a Bachelor of Arts (Honors) in Modern History, Economic History and Politics from the University of London and a Master of Regional Planning from the University of Massachusetts, Amherst.

Ivette joined MassDevelopment in 2018, serving as Fellow in Worcester's second TDI District (Main South) before her current promotion to Senior Fellow. Before MassDevelopment, she spent 12 years as a program manager for the Center for Women & Enterprise of Central Massachusetts, and co-founded ESCALA! Achieving Together, a consulting team dedicated to empowering women. In the Main South TDI District, she engaged and supported local businesses and property owners, organized Worcester's Main South Business Association, and developed strategic reuse plans for vacant sites to help Main South become a walkable and vibrant neighborhood. Ivette has served on the Executive Board at Adelante Worcester, the Latin American Business Organization, and she was recently appointed to the WooSox Latino Advisory Board (The Wepa's Team) at Polar Park. She is the recipient of a 2019 MassINC Gateway Cities Innovation Award. Ivette has a joint Master's degree in Business Administration and Community Development & Planning from Clark University.

Group at Bank of Hope and prior to that as a Senior Credit Analyst at the Private Equity Group at East West Bank. He previously underwrote various debt facilities for private equity, private credit, venture debt, and BDC firms. Gilbert holds a Bachelor of Science in Finance and Operations Management from Boston University.

Theresa Park joined MassDevelopment in March 2021 as deputy director and senior executive vice president. She will be second in command at MassDevelopment per the bylaws and will focus on program effectiveness and development. Theresa comes to MassDevelopment with 25 years of regional and municipal planning experience. She most recently served as the executive director of the Merrimack Valley Planning Commission, one of 13 regional planning agencies in the state. Theresa's planning background includes serving as director of the office of planning and development for the City of Lawrence, overseeing the operations of planning, economic development, community development, and inspectional services departments while also advancing improvements in transportation infrastructure, Brownfields redevelopment, housing development, and parks and open space. Her other experience includes seven years leading economic development at the City of Lowell, Massachusetts, seven years as principal planner at the City of Newton, Massachusetts, and three years in different roles in Cambridge, Massachusetts and she brings extensive experience in the areas of economic development, telecommunications, transportation, and permit streamlining. Theresa received her master's in Urban and Regional Planning from The George Washington University and a bachelor's in Business Administration from the University of Massachusetts - Amherst. She also attended the International Summer School in Oslo, Norway while in graduate school and spent a semester abroad in Kenya as an undergraduate student. Her non-work hours are spent serving on boards, globetrotting, and learning home-improvement projects.

Previously Mary was the Vice President of HR for CAPA: The Global Education Network-a company providing study abroad programs in five countries for American colleges and universities; the Director of Human Resources for the Belmont Public Schools-a PreK-12 public school district with six schools, 4,000 students, nearly 700 employees and five collective bargaining units. Prior to in-house positions, Mary worked in consulting with companies of varying sizes from 3M to a small venture capital firm and everything in-between. She holds a master's degree in Clinical Social Work from Simmons University and a certificate in human resources from Cornell University's School of Industrial and Labor Relations.

Prior to joining MassDevelopment, Andrew gained experience as a mechanic at the Westford Department of Public Works (DPW) and as a yard foreman at Landscape Express, running day to day operations. Andrew holds a Massachusetts Hoisting License 2A, 1C, and 4G and a Class B CDL. He holds certifications in FEMA IS 100 & 700, OSHA 10, MSHA Training, Trench Digging & Component Person, and Chainsaw & Chipper Safety through Tree Care Industry Association.

Jose Peralta joined MassDevelopment in 2010 with the merge of the Housing and Educational Finance Authority (HEFA). As Assistant Vice President Institutional Finance, Jose is the manager of the agency's capital asset programs including the Pooled Bond and Commercial Paper programs. Jose also assists with the Property Assessed Clean Energy (PACE) program. Jose earned a Master of Science in Finance from Boston University and previously worked at State Street Corporation before joining HEFA in 2005. A native of Lawrence, Jose graduated from the University of Massachusetts at Amherst with a Bachelor Science in Economics and a Bachelor Arts in Japanese Language. Minoring in International Relations and French, he interned at the United Nations in Geneva, Switzerland. Upon completing his undergraduate degrees, Jose was employed by the Japanese Ministry of Education, teaching high school English in Nagoya, Japan where he lived for two years and travelled extensively in Asia.

Prior to joining MassDevelopment, Shayvonne gained experience as the Director of Community Services with Springfield Partners for Community Action, Inc. where she wrote grants and managed Community Service Block Grants (CSBG), she also gained Community Development Block Grant (CDBG) management skills and reuse planning experience as the Brownfield Redevelopment Coordinator and Senior Project Manager with the City of Springfield's Office of Planning and Economic Development. Shayvonne holds a Bachelor of Arts in Social Work from Our Lady of the Elms College.

Prior to joining MassDevelopment, Tom was property manager and leasing representative at Net Properties Management, Inc. (Net) for 18 years. Net was the real estate division of the New England Teamsters and Trucking Industry Pension Fund. Tom was responsible for1.6 million square feet (SF) of retail shopping center space in New England and 1.2 million square feet in Florida as well as 180,000 square feet of first class office space in Boston. Tom holds a Bachelor of Science in Management from Bentley College.

Geetha joined MassDevelopment in 2022 as the Vice-President for Business Development in the North region. She leads new engagements with small businesses, manufacturers, real estate developers and nonprofits that are seeking support for their economic development projects. Prior to joining MassDevelopment, Geetha was an economist at the U.S. Department of the Treasury focused on international economic development. Her role involved analyzing different funding tools for development proposals to spur job creation and economic growth in emerging markets. Earlier, she worked on public private financing in infrastructure at the World Bank and evaluated microcredit projects in Asia. Geetha holds a Masters in International Economics and Southeast Asian studies from Johns Hopkins University School of Advanced International Studies and a Bachelors in Economics, Business and French from the University of Pittsburgh. She volunteers her time as a Commissioner on the Essex County Commission on the Status of Women, at the Entrepreneurship-for-All based in Lowell, MA and as an Advisory Board member for the Center for Women and Work at the University of Massachusetts Lowell.

Prior to joining MassDevelopment, Zac served as a Geospatial Data Technician with Xcel Energy in the Electric Distribution Division. Over his career, Zac has gained experience implementing GIS methods within a variety of different fields including: Telecommunication and Engineering, Utility Distribution, Social Ecology/Social Sciences, Geomorphology, and Municipal Planning. Zac holds a Bachelor of Arts in History and Geographic Information Sciences from the University of Connecticut.

Prior to working for MassDevelopment, Katie gained accounting and analytical experience in the private sector. Dan Rivera is President and CEO of MassDevelopment, the Commonwealth’s Development Finance Agency and Land Bank that during fiscal year 2022 financed or managed 356 projects generating investment of $1.69 billion in the Massachusetts economy. These projects are estimated to have created or supported 11,080 jobs and built or preserved 1,778 housing units. Dan came to MassDevelopment after serving seven years as Mayor of the City of Lawrence, MA. During his time as Mayor, the city saw significant commercial development, record new units of housing, and tens of millions of dollars invested in economic development planning and projects. Dan's focus on economic and community development as Mayor included investments in housing, job creation, downtown redevelopment, transit-oriented development and equity, infrastructure, brownfields redevelopment, placemaking, and quality-of-life improvements, and establishing professional, transparent, modern, and streamlined permitting and licensing processes. Dan was an invaluable member of the COVID-19 Reopening Advisory Board, bringing the municipal viewpoint to the group tasked with developing the Commonwealth's strategy to reopen the economy during COVID-19, and the COVID-19 Vaccine Advisory Group. Rivera has served on the newly established Latino Advisory Commission charged with addressing concerns of the Massachusetts Latino community and promoting economic prosperity and well-being. Prior to his two terms as Mayor of Lawrence, Dan held various positions in the private, public, and nonprofit sectors. Dan is a veteran of the U.S. Army, where he served in the first Gulf War, Desert Shield/Desert Storm, and a graduate of the UMass Amherst and Suffolk University's Sawyer School of Management, where he earned his MBA.

Nate has diverse urban planning experience in Gateway Cities including Lawrence, Methuen, Hyannis, and Haverhill. He previously worked as the Community and Economic Development Program Manager at the Merrimack Valley Planning Commission, where he focused on building support programs for local businesses, cultivating municipal support for housing production, and growing wealth-building industry clusters. Prior to the Planning Commission, Nate worked in Haverhill for a partnership focused on economic development and urban revitalization. While in Hyannis, Nate owned a small flower shop, co-produced a documentary about addiction and recovery, and worked on harm reduction and food security issues for the AIDS Support Group of Cape Cod. Nate's experiences working at the intersections of health, wealth, and housing anchor his approach to community building. Nate has a Bachelor of Science in Political Science from the University of Vermont.

Anabelle joined MassDevelopment in 2021 and serves as Deputy Director of Transformative Development Initiative (TDI) Operations. Anabelle's role is to oversee many of the daily operations of the TDI program and work directly with the Director of Transformative Development and other TDI staff on program strategy, design, scoping and managing technical assistance projects as well as special projects such as the Small Developer Cohort. Anabelle came to MassDevelopment from LivableStreets, where she directed the Great Neighborhoods Program, a platform of regional advocates focused on housing, transportation, and climate change. Anabelle Rondon is a strategic and passionate advocate in the community development and real estate industries. She has over 15 years of experience in nonprofit organizations working with the public-private sectors on collective impact efforts, place-based strategies, system change, network organizing, diversity + inclusion, real estate investment, and capacity building. Anabelle has had the privilege of serving on numerous boards and advisory committees across Massachusetts and New York City. Anabelle earned a bachelor's degree in business management at Cambridge College and a master's in public administration from the School of Public Affairs at The City University of New York (CUNY).

Prior to joining the team, he amassed 24 years of experience in the fire services, most recently with the Lincoln (MA) Fire Department. Tom is a Pro Board-certified fire instructor, with additional certifications in Advanced Vehicle Rescue and Crash Stabilization. Tom has consulted on fire equipment and rescue product development committees for several global safety companies, most recently on a $70 million respiratory protection project aimed at introducing new state of the art breathing apparatus to the fire service.

She has long been part of her family's businesses, including a local clothing and fabric store in a small city in Chile and a food packaging factory in Santiago. Josefa's professional experience also includes working for companies that host international events such as Ironman, Spartan Race, and Rock n Roll Half Marathon. Additionally, her past clients include Santander Bank and Codelco Health Insurance, as well as the Metropolitan University of Technology and Douc UC in Chile. She holds a Master in City Planning from Boston University.

Tamara joined MassDevelopment in 2018 as an Accounts Payable Coordinator. In July 2021, she made the move to Accounts Receivable and is currently an Accounts Receivable Coordinator. Tamara oversees the utility department's invoicing, customer service and cash receipts. She also manages the accounts receivable functions for Jodrey, Cape Ann and Devens Regional Household Hazardous Waste. Prior to joining MassDevelopment, she had 21 years of bookkeeping and real estate legal assistant experience. Before that, she spent years in the Food Service Industry in many different capacities. Tamara holds an Associate of Occupational Science degree in Culinary Arts and a Bachelor of Science degree in Food Service Management from Johnson & Wales University, Providence, RI.

Josie is a socially engaged consultant, with more than 15 years of experience across both business and nonprofit sectors. She has experience in local and international projects, consulting operations management, strategic social management, human resources management, Triple Bottom Line, urbanization projects, and development. Josie has worked with the Massachusetts Area Planning Commission as an independent consultant focused on the development of the Lynn Local Rapid Recovery Program, and also designed special projects with Lynn Main Streets to expand relationships with local agencies and small businesses. She is a strong advocate for cross-cultural communications and social-economic development projects. Josie studied International Business Management from Sao Marcos University in Brazil and holds a Master's in Sustainable International Development from Brandeis University.

Prior to joining MassDevelopment as Deputy Director of Communications, Kelsey gained experience at the Massachusetts State House as Director of Communications in the Office of Representative Kate Hogan, a position in which she developed and executed communications strategies to enhance the representative's status as a leader on key policy issues and sustain her positive public image in the Third Middlesex District. Kelsey has a Bachelor of Science in Political Science from Arizona State University and a Master of Science in Public Relations from Boston University.

Since joining the Agency, he has closed multiple bond transactions for a variety of purposes and borrowers, including nonprofit organizations, colleges and universities, health and human service providers, independent schools, charter schools, manufacturing companies, recycling/solid waste companies, and affordable housing developers. Prior to joining MassDevelopment, Bob worked for 36 years at National Grid where he served in a number of capacities, including Head of Investor Relations, Vice President of Public Affairs, and Head of U.S. Treasury Operations. He has a Bachelor's Degree in Business Administration from Clark University and a Master of Business Administration Degree from Nichols College.

Working with a team of internal and external real estate development professionals and local stakeholders, Steve’s role is to manage real estate and land planning projects that create community development and economic opportunities throughout the Commonwealth. Steve has extensive and wide-ranging professional experience in real estate investment, management, and development experience – including tenure at Nordblom Company, Harvard University, Spaulding & Slye, and Jones Lang LaSalle (JLL). Prior to joining MassDevelopment, Steve spent 13 years working for National Development in Newton managing a diverse group of major commercial real estate projects throughout Greater Boston, including office, retail, senior housing, industrial, and mixed-used projects. During his time at National Development, Steve was responsible for all phases of real estate investment/development projects leading best-in-class project teams through due diligence, acquisition, permitting, design, financing, construction, and lease up. In recent years, Steve notably led several large, phased, mixed-use projects in suburban Boston developing extensive expertise in Town Meeting rezoning efforts and large-scale enabling infrastructure work both on and off site. Steve received an undergraduate degree in Government from the University of Notre Dame and a graduate degree in Real Estate Development from Columbia University. Steve is an active member of the Boston Chapters of ULI and NAIOP and currently serves on the Fiduciary Board of Trustees for Boston Cares – New England’s largest volunteer organization

Prior to joining MassDevelopment as Vice President, Investment Banking for the North Region, Simmee gained experience for MassDevelopment's predecessor, the Massachusetts Development Finance Agency (MIFA), as a commercial lender for both Bank of Boston and Chase as well as working in a variety of positions with area nonprofits. Simmee has a Bachelor of Arts in Political Science and Economics from Wheaton College.

Nichole Smith-Benton

Vice President Portfolio Administration

Nichole joined MassDevelopment in 1995 and serves as the Vice President of the Loan Operations Department. Nichole overseas portfolio operations, loan servicing, loan documentation and loan escrow activity. She monitors a portfolio of loans and guarantees to ensure appropriate risk ratings, and prompt recognition and speedy resolution of loan payment and performance difficulties. She manages relationships between agency borrowers, other lenders and equity sources after a loan or guarantee closes through loan payments, payoffs, workout or foreclosure on assigned portfolios. She manages a staff of three people including an AVP. Nichole has a Bachelor of Science in Business Administration from Northeastern University.

Pedro Soto

Pedro Soto

TDI Senior Fellow Creative Economy

Pedro is responsible for advancing TDI's creative economy initiatives including TDI’s Creative Cities Program, the TDI Creative Catalyst Grants Program, and incorporating this work into our broader programmatic areas in the department and division. Pedro serves in a leadership role with respect to arts, the cultural economy, and creative placemaking. He received his Bachelor of Science in Liberal Arts from Salem State University and a Masters of Regional Planning from UMass Amherst. Prior to joining MassDevelopment Pedro served as Planning and Development Director with the City of Lawrence, where he administered the city's land use planning, oversaw the Planning Board and Zoning Board of Appeal, and advanced planning and economic development initiatives on behalf of the city. Prior to his work in Lawrence, Pedro served as the Associate Director at Beyond Walls, Inc., headquartered in downtown Lynn. There, he managed local government relations and project management. Before serving at Beyond Walls, Pedro was a City Planner with the city of Peabody.

Frank Souza

Assistant Facility Manager

Frank joined MassDevelopment in 2023 and serves as Assistant Facility Manager. Frank oversees the business relationships and physical aspects of the Jodrey State Pier in Gloucester. Prior to joining the team at MassDevelopment, Frank gained experience in information systems and customer service with the United States Postal Service and developed and implemented processes for food safety, logistics, warehousing, facility and property management as Operations & Facility Manager in the frozen seafood industry.

Japheth Stevens

Japheth Stevens

Vice President Finance and Assistant Controller

Prior to joining MassDevelopment in January 2022, Japheth spent 16 years as an accountant working in both public and private entities. For the last eight years he worked for the Government of The Virgin Islands and the British Virgin Islands Ports Authority, in the capacity of Project Accountant/Accounts Manager and Senior Accountant, Deputy Financial Controller/Financial Controller for the latter entity. He was also a part-time Accounting Lecturer at the local community college. Before relocating to the British Virgin Islands, he also worked in the Accounting & Finance Division of the University of Massachusetts Boston as an Operations Manager for over seven years. Japheth received a Bachelor of Science in Finance and an MBA from the University of Massachusetts Dartmouth, and later a Master of Accounting degree from the University of Massachusetts Boston.

Vicky joined MassDevelopment in 2003 as a Legal Assistant and has served as Executive Assistant to the Office of the General Counsel and the Legal Department, generally, since 2005, when she was named "Employee of the Year." Vicky provides dedicated administrative support to the General Counsel and other attorneys in the Legal Department, as needed. Her primary responsibility, among others, is to serve as Recording Secretary for various Agency meetings, including MassDevelopment's monthly Board and Board Committee meetings. Immediately prior to joining the Agency, Vicky worked at an educational non-profit focused on medical/legal/ ethics issues and for numerous law firms in Boston before that. Vicky earned an Associates' Degree from Becker College in Legal Secretarial Studies.

Rebecca manages MassDevelopment's Investment Banking Department and specializes in tax-exempt bond financing for universities, healthcare institutions, secondary schools, charter schools, as well as infrastructure and energy projects. Rebecca joined MassDevelopment in 2001 as a Vice President working as a project manager responsible for managing bond transactions in the Greater Boston region of Massachusetts. Prior to joining MassDevelopment, she worked at Fleet Securities and BankBoston as an investment banker and at BankBoston as a short-term tax-exempt trader and underwriter. She holds a Masters of Science in Finance from Boston College, and a Bachelor of Business Administration from University of Massachusetts, Amherst.

Misha is a committed social entrepreneur dedicated to nurturing sustainable communities. As the former Director of Business Development at Commonwealth Kitchen (CWK), she significantly bolstered opportunities for small BIPOC food entrepreneurs, securing over $200,000 in her initial year. During this time, Misha spearheaded the introduction of CWK's Yellow Pea Field Fritter to seven Boston-area colleges while leading the implementation of the Kendal Foundation Food Vision Grant. Prior to CWK, Misha led the charge in reopening Roxbury's Haley House Bakery Cafe, guiding the team through the pandemic. Taking creative initiative, Misha curated a Black-owned beer garden and organized an Indigenous non-Thanksgiving, alongside spearheading Roxbury's first Pride Concert. Currently pursuing an MBA in sustainability and international business at Northeastern University, Misha acts as a mentor, providing invaluable guidance to emerging small businesses.

Genesis Valverde

Genesis Valverde

TDI Program Manager

Genesis joined MassDevelopment in 2023 and serves as the TDI Assistant Program Manager. Genesis’s role supports the TDI fellows and operations team through planning and coordination of projects while monitoring administrative duties such as budget tracking, expense reporting, and overseeing project goal timelines. Genesis comes to MassDevelopment as a recent graduate of Clark University’s Graduate Program in Community Development and Planning. While at Clark University, Genesis specialized in studying housing issues, which fostered a strong interest in urban planning, human geography, and social justice. Genesis completed her undergrad at Utah State University in Social Work where upon graduating she joined the Peace Corps as a Community Development Volunteer in Armenia working with grassroots initiatives to stimulate economic development. Her other work experience involved assisting residents with Fair Housing concerns as the Fair Housing Testing Coordinator for Community Legal Aid. Genesis is familiar with our TDI work through the Main South Business Association’s efforts in Worcester where she helped steward small businesses’ engagement as an Administrative Assistance of the Association.

Judy joined MassDevelopment in the summer of 2014. Throughout her career, Judy has worked in a variety of roles both in marketing and accounting/finance. These roles included general ledger, accounts payable, budgeting, reporting, and financial analysis. She has held positions working for companies such as Clairol, Nypro, Bose, Staples, and Hewlett Packard. During her free time, Judy enjoys outdoor activities such as walking and hiking. She also practices yoga and loves to travel.

Eleni Varitimos

Eleni Varitimos

Director of Division Operations

Eleni joined MassDevelopment in June 2014 and serves as the Director of Division Operations for the Community Development Division. Prior to this role, she served as the Agency's Vice President of Community Development for the Northeast Region of Massachusetts. In this Lawrence-based role, she managed projects requiring support from the Brownfields Redevelopment Fund, the Collaborative Workspace Program and the Transformative Development Initiative (TDI) program. Eleni spent over a decade on Beacon Hill as a Chief of Staff in the Massachusetts Senate focusing her work on statewide transportation policy and fiscal affairs. She also worked at Fidelity Investments providing strategic marketing services to their portfolio companies and as a Business Analyst at PrimeStreet Corporation. Eleni's earlier work included helping launch the non-partisan public policy think tank MassINC and its independent policy magazine, CommonWealth. Eleni earned an MBA with magna cum laude honors from the F.W. Olin School of Business at Babson College after graduating from Bryn Mawr College where she concentrated in political science and Latin American studies, as well as 16th and 17th Century European history. She was an inaugural participant in the Lawrence Leads program in 2019.

Firefighter Francisco Vazquez joined MassDevelopment in 2024 as a firefighter and an EMT in the Devens Fire Department. Francisco started his firefighting career as an on-call member of the Westminster Fire Department and later joined as a per-diem member in the Ashby Fire Department and the Lincoln Fire Department. Prior to firefighting, he worked as a technology consultant where his focus was on using Artificial Intelligence to optimize business processes and architecture. Francisco's work focused on the public sector, healthcare, and high-tech industries. Prior to consulting, Francisco worked at the U.S. State Department in the Regional Security Office at the U.S. Embassy in Kabul, Afghanistan. He also served in the U.S. Marine Corps for 8 years where he did tours of duty to Central Asia, the Middle East, and Africa. He holds a master’s degree in information systems from Drexel University, master’s degree in international business from Hult International Business School, and a bachelor’s degree in Social Science from UMASS Global.

Nery joined MassDevelopment in 2022 as a Senior Accountant. Nery’s primary functions include maintaining accounting records, preparing financial reports, entering journal entries, processing wire transfers and other related duties as assigned. Nery joins MassDevelopment with many years of finance and accounting experience. Nery has held several roles in the public sector working for the City of Worcester as a Grant Financial Analyst, and for the University of Massachusetts President’s Office as a Banking Services Analyst.

James (Jim) Verner

James (Jim) Verner

Utilities Program Manager

Jim Verner started at Mass Development in 2016 and currently serves as the Program Manager of Electric and Gas Utilities. Jim works directly with utility providers and oversees construction and infrastructure projects at Devens. Prior to joining Mass Development, Jim spent 33 years serving the Town of Wellesley as an employee of the Municipal Light Plant. Jim began as a lineman in 1983 and eventually reached the level of Superintendent before his retirement in 2016. Following his retirement, Jim was honored with Wellesley's Dedicated Service Award, recognizing his career commitment to keeping the lights on and serving the community. Jim and his wife recently moved to Townsend and enjoy traveling to the lakes of northern Maine.

Loan Administrator

Bettina joined MassDevelopment in 2023 and serves as a Loan Administrator. Bettina works with the portfolio group to assist with tracking, updating, and processing grants and loans. Bettina graduated from the University of Massachusetts Boston in 2019 with a Bachelor of Science in Business Management. Her work as a Financial Services Associate at TD Bank, opening accounts and promoting lending products, piqued her interest in lending and real estate. From there, she spent time as a Commercial Loan Processor before joining MassDevelopment. Bettina is passionate about financial literacy and learning all she can so that she can share her knowledge with her community and the next generation of learners. She hopes to continue her education and acquire another degree soon.

Anne-Marie joined MassDevelopment in 2001 as a staff accountant. In her current role of Accounting Supervisor, Anne-Marie manages the general ledger functions of the department and supervises staff and senior accountants. Prior to joining MassDevelopment, Anne-Marie gained experience working for two semiconductor products manufacturing companies located in Massachusetts, beginning her career as an Accounts Payable Clerk. Anne-Marie has a degree in Business Management and Communications Certificate from the University of Massachusetts-Lowell.

Gary Stuart Walker

Senior Vice President Real Estate Management

Gary joined MassDevelopment in 2017 and serves as the SVP of Real Estate Management with a focus in the Agency's Asset Management Portfolio and Vertical Development. Gary's role is to strengthen MassDevelopment's position and effectiveness as the state's development finance agency and land bank by overseeing the Asset Management portfolio and reviewing various programs and funding applications that seek development assistance. Prior to joining MassDevelopment Gary was a partner in a development consultancy firm, specializing in healthcare projects throughout the Commonwealth. Gary's experience in the Real Estate world spans 35 years of private and public practice in both Europe and the US. Gary credits his long standing interest in the industry to his mother that became the first female director within a large real estate company in the UK during the early 1980's. Gary holds three degrees in Business and Finance, Construction Management and Architecture, and has been a Fellow of the Royal Society of Arts and Commerce since 2015.

Deputy General Counsel

Amanda joined the MassDevelopment legal team in 2022 and serves as the Deputy General Counsel. Prior to joining MassDevelopment, Amanda served as the Deputy General Counsel, and later the General Counsel, for the Edward Davis Company where she was responsible for all legal matters and worked closely with the Company's COO assisting with the management of Company operations. Amanda gained public sector experience serving as the Director of Support Services for the Lawrence Police Department, where she managed the Department's operating budget, maintained oversight and management of all Department grants, and advised the Police Chief on legal and budgetary matters. Prior to her work in Lawrence, Amanda served as a staff attorney for the Boston Police Department where she advised the Police Commissioner on legal issues and represented the Department in legal and administrative proceedings in a variety of forums. Amanda holds a J.D. from Suffolk University Law School and a Bachelor of Arts degree in Political Science from the College of the Holy Cross.

Elinor Walls joined MassDevelopment as Accounts Receivable Coordinator in January 2022. She is responsible for daily cash receipts, preparing bank deposits, collections, and preparing invoices. She works closely with departments including Lending, Investment Banking, and Recreation. Elinor is a lifelong resident of Massachusetts.She has considerable experience in accounting, having worked in the insurance, automotive, environmental and pharmaceutical industries.These positions included the accounts payable, accounts receivable, billing and credit/collections functions.

Larry Wang

Assistant Vice President Investment Banking

Larry joined MassDevelopment in 2005 as the Assistant Vice President of Investment Banking. Larry's role is to serve as a leading analyst and modeler of bond markets, public financing vehicles, and some policy initiatives for MassDevelopment. Larry also was a credit analyst for MassDevelopment loans and guarantees. Prior to joining MassDevelopment, Larry was an Assistant Vice President at Ziegler Capital Markets Group for the underwriting of mortgage loans, Mortgage-Backed Securities, revenue bonds and private equity placements for the housing, senior living, and healthcare industries. Larry's other industry experience includes being an investment analyst for a commercial real estate developer in Washington DC and an international travel marketing manager for the China International Travel Service (CITS) Group Corporation Head Office in Beijing. Larry is a Chartered Financial Analyst (CFA) and a member of the CFA Institute as well as the Boston Security Analysts Society. Larry holds a Bachelor of Arts in Tourism English from Nankai University in China and a Master of Science in Finance from George Washington University.

Captain Wayland grew up on a farm in Henniker, New Hampshire where he learned how to weld and fabricate metal. He spend years in the construction industry running heavy equipment and was a member of the Henniker Fire Department from 1990 - 2000. His professional certifications include Fire Officer 1, Fire Officer 2, Fire Instructor 1, Trench Rescue Tech, Con-Space Tech, High Angle Tech, Haz-Mat Tech, Dive Rescue Tech, Aircraft Firefighter, Building Collapse Tech, Rescue Systems 1, & 2, Water Rescue, and various other fire-related courses. He serves as a shift supervisor in his current position with the Devens Fire Department.

Since joining the agency, he has closed over 300 bond transactions for a variety of borrowers including non-profits, manufacturers, housing developers, recycling companies, and governmental entities. Prior to joining MassDevelopment, Benny worked at Quick & Reilly, Inc. (now Bank of America Merrill Lynch) where he provided investment banking, cash flow, debt structuring, and technical analysis services for organizations, companies, and municipalities throughout New England. He served as either investment banker or financial advisor on deals totaling over $600 million while at Quick & Reilly. Benny earned a Bachelor's Degree in Business Administration from Boston University.

Tina Wong joined MassDevelopment in 2011 as an Administrative Assistant. Today, she works within the Office of the President and provides support to the CFO. Tina manages office supplies across the organization, maintaining vendor relationships, and procurement. She is a designated Massachusetts Certified Public Purchasing Official (MCPPO) and a notary public.
