Ricks Frazier joined MassDevelopment as general counsel in August 2018. Ricks came to MassDevelopment from the Executive Office of Housing and Economic Development (EOHED), where he had served as general counsel and advised eight state agencies responsible for affordable housing and community development projects, consumer protection, business regulation, banking, insurance, international trade, and business and economic development. Prior to joining EOHED, Ricks served for eight years as Assistant General Counsel for United Air Lines, Inc., where he focused on commercial and employment litigation, antitrust and regulatory compliance, and outside counsel relationships. He also held various legal positions at Texaco, beginning as a litigation attorney and later working in London as the Vice President and General Counsel for ChevronTexaco Europe West Africa. Ricks is a graduate of the University of Texas School of Law and Texas A&M University.
