Town of Palmer - Village of Three Rivers Revitalization Study

The once-vibrant Three Rivers commercial center in Palmer is comprised of one- to three-story commercial buildings, many of which lie vacant today. The Town of Palmer submitted a request through TA Connect in fall 2015 asking for help crafting a revitalization strategy for its Three Rivers District. The final plan included a series of short-, medium-, and long-term implementation strategies. Immediately after plan completion, the Town launched a Commonwealth Places campaign that raised more than $28,000 to build  the Laviolette Field Walking Path and Fitness Trail. MassDevelopment provided $14,000 in matching funds for the project, which was conceived during the Three Rivers District planning process.
